in jee mains i got 15659 rank in SC category ,and i belong to telangana state , can i get a seat in any NIT or GFITS ? in any cource ?

According to the category rank and Home state you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
