Yes, you can change but you need to wait until neet opens correction window and once it's open you can edit various options in your form.

Hi there.
In the correction window, you would be able to change your birthplace. NTA is following some very strict guidelines now. Correction window will be open from Jan 14 to Jan 31, 2019.
During form filling the website specifically mentioned that further editing of Gender, Category, Nationality, State eligibility and PWD status won't be allowed.
