Yes - if you resigned from the DNB Orthopedics seat (once joined), you are still eligible to appear for NEET PG, and apply for MD/MS seats in counselling, if you meet the regular eligibility criteria (NEET PG qualification, MBBS degree, internship, medical registration, etc.). Once a DNB seat is joined - even if resigned - you cannot rejoin or take another DNB seat for the entire duration of that training course, as per NBE rules

Yes, you will be eligible. As per MCC and NBE rules, if you resign your allotted seat within the prescribed time (before Round 3 joining deadline or before the resignation cut-off date), you remain eligible for next year’s counselling.
Since you already resigned and gave NEET PG 2025 again, you can participate in MD/MS counselling without any issue. Only if someone did not resign properly (or left after the resignation deadline), then they face a one-year ban.
