Yes exams are kept on postponment and we don't know the exact dates of conducting the exams for the students who are in their terminal semester.

Generally IBPS posts have education criteria as Any graduation.

Only graduated students must apply for any ibps posts.

But as you are saying that it's not asking any criteria,  May I know for which post you're applying for?
