Hello Akash!

Getting government engineering college in West Bengal is not possible for other state students. While admitting students in government colleges, they are asked to submit their domicile certificate of West Bengal and since you are from Bihar, you will not be having that with you. So,clearly there is no chance of getting a government seat.
