YES, B.SC/ B.A/ B.COM/ (//B.COM/) bba etc comes under undergraduate course or graduate level courses. once you complete your ug course from a recognized university you will consider as graduate student. so irrespective of the stream b.sc in fashion design this is a ug course.
generally b.sc in fashion design is three years duration course. eligibility criteria is candidates must complete 12th course from a recognized education board.

Yeah! BSc Fashion designing is a undergraduate degree course. Most colleges offers BA course in Fashion designing which is essentially the same as that of BSc course.
The eligibility for UG fashion designing course is that a student must have passed 10+2 in any stream with at least 50% marks in aggregate. The student must have to appear for entrances such as NID DAT, UCEED and NIFT (Although there can be some exceptions which can offer the course without entrance but for majority colleges the entrances is required).
