Delhi College of Arts and Commerce is a good college. In fact, it is among the top commerce colleges of Delhi University. Yes, you do have chances of getting admission in DCAC in some courses because of the OBC quota in the 5th or 6th round of counselling. To have a better idea, have a look at the previous year cut-offs.
