JoSAA Counselling is done for those candidates who are atleast eligible for counselling in the JEE Papers., which means for applying in JoSAA one just needs to appear in the JEE Examination,(which he/she may not qualify also). However, one doesnot gurantee a seat if he/she take part in JoSAA Counselling.
Those who qualify for JEE Main, are eligible to apply for the JEE Advanced examination for admission into the IITs.

JoSAA is held to provide admission into various GFTIs, NITs, IITs, IIITs to eligible candidates. Candidates are not required to qualify JEE Mains to participate in JoSAA 2020 counselling

No not at all. If you are appearing in JEE-Main then it is enough for you to sit in JOSAA Counselling, it is not mandatory to clear the qualifying cut-off percentile for JEE-Main. But yes if you want good college through JOSAA Counselling then you should have good rank in JEE-Main or if you want to sit for JEE-Advance then you should have clear the qualifying cut-off percentiles set by NTA for JEE-Advance.
