Coming to your question I would tell you that yes from the year 2018 the pesit had become the university, this it means that all of its exams are conducted by pes University not by the vtu.

Does the batches joining from the 2018 will get the B-TECH degree rather than the BE degree as it was offered earlier

As per your query I would like to tell you that according to question. Nope, but it's going to be recognised as a branch of pes University instead of getting autonomous status under VTU(visvesvaraya technology University) in a few year.
