I think vit Vellore is a better option if you are getting ECE there. But if you are getting EE at vit then you must go for cse at thapar.  Also thapar takes students through JEE Mains exam whereas vit conducts it's own. Therefore the better crowd is at thapar as compared to vit. Also thapar is 60 years old and sees amazing placements every years as compared to vit.
