See, we can not say anything confidently because it depends on many factors like:-

State quota, category quota, sub-category quota, no. of candidates per vacant seat etc.

That depends on too many factors.
First : cut off
Second : No of students applying for a particular degree in a particular year.
Third : type of questions asked in exam paper and level of hardness

The only thing I could say is if you have received good Rank in the exam, then yes you would be eligible for best colleges and in the branch of your choice.
