Yes you can study in government colleges like nits and outs.  For outside your should be qualified in jee advanced exams to qualify for jee advanced exam you should cross cutoff of jee mains.
.
If you study in iits and nits and passed with good percentage you have more career (job) opportunities in all the sectors like public and private sectors.
