So, to answer your question, if you have 'freezed' a seat in any of the colleges that you have been allotted in Josaa counseling, you can still definitely appear for the CSAB special spot round. But the only condition is that if you get a seat allotted in the CSAB round, then your previously reserved or 'freezed' seat will be cancelled.
