Yes, as long as the board from where you're completing your 10+2 is recognized and valid, then definitely you can appear for NEET and JEE for instance NIOS candidates can appear for these exams, and the same holds true for competitive exams like UPSC or alike where graduation in distance learning too are acceptable as long as the University is recognized.

Yes, major of the competitive examinations can be given after completing your 12th.  Just like JEE/NEET can be given after completing your 12th. But you cannot give UPSC examination afer your 12th. Eligibility for UPSC is a candidate should hold bachelors and shouldbe atleast 21.
