Hope you are doing great ! Yes it is possible to change the college under same university ,however it is not allowed to change the universities but if you want to just change the college then yes you can do it ,but for that as both the colleges are in the purview of the same University. You have to apply for transfer certificate in the college you are studying. ... That means a student from this college to another college. Clear your first year exam ,if seat is vacant you will receive NOC from the college .
