My crl 122288 and sc rank is 5208. Can i get any state government colleages is CSE or IT branch ??

If you are talking about your JEE Mains, then definitely you can get government colleges at this rank. Rather than the government colleges, you can get even lower NIT'S or IIIT'S at this rank for sure. As you want CSE or IT, then I would suggest you to go for IIIT'S. If you want build your career in computer field then IIIT'S are best for & also the placement of even new IIIT'S getting better day by day.

I couldn't not afford iiit's fees structure. So i want to go for nits . So which NIT's can i get with those branch??

I'm from West Bengal. And i hv another doubt is that i want IIEST SHIBPUR . And last year the closing rank of IT department was around 4200 for sc (HS) quota for this college . And my sc rank is 5208. So do i have chance to get this college in IT department ??.
