Sarfraz, for being eligible for Assam State Quota of 85%, you should have completed your education from Class 7th to 12th in the State of Assam and also either you or your parents should have resided in the State of Assam for atleast 20 years. But if you have lived the whole of your life in Arunachal Pradesh, you are not eligible for Assam State Quota. You are only eligible for 15% All India Counselling for Assam. But you are eligible for both 15% All India Quota and 85%  State Quota for Arunachal Pradesh MBBS seats. This is because you hold the domiicle of Arunachal Pradesh.

Hi , as per your query if you have state domicile of Assam as you have mentioned that it's your native state then you can definitely avail the 85% of state quota for your state . Counselling of NEET is done on the basis of 15% all india quota and 85% state quota  so if you wish to apply for any college other than one present in your native state then you can apply under 15% all india quota. Just remember that you have a valid state domicile of assam that certifies that you're a resident of Assam State .
This will be beneficial at the time of counselling to apply for 85% state quota.
