My GAT 2019 rank is 5k..can i get csc seat in vizag...and can i get fee consession?

With a rank of 5K, your chances to get CSE at Vizag are low. You can however wait for spot admissions in case some seats are left vacant. Fee concession is not a concept unless you are among state/board toppers.
