For Jee mains eligibility , a candidate need to score minimum of 75 percetage in the qualifying examination , as you have scored less than 75 percentage ,you will be ineligible to counselling.

As you have got a very good rank. With this rank you can definitely get a seat in SGSITS.Yes you can apply for the seat in CSE and IT also with this rank. As you are from OBC there are the chances of getting that branches in this college.But if the institute need minimum 75% percentage in 12th board then there are less chances of getting a seat in this college. But still you should apply there for the seat.
