It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. but the previous cut off of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

You should have mentioned your home state quota at least. Anyways, in Josaa you may only get lower NITs. Like you can get seat in NIT Shillong, NIT Sikkim, NIT Arunachal Pradesh, NIT Silchar, NIT Agartala, etc. Also you may get seat in GFTIs like GGV Bilaspur, HNB Garhwal, J.K institute of Applied Physics, etc.
It will be better to get NITs rather than those GFTIs.

As you have mentioned that your jee mains 2019 rank is 41k, I suggest you to go through the cut offs of the nits before you fill out your choices in the counselling process. According to the previous year cut off trends you might get branches like chemical and mining with the home state quote in some mediocre to low nits. I suggest you to go through the cut offs and look out for the branches you are interested in and then fill them carefully
