You have not qualified NEET as you have not fulfilled the qualifying percentile i.e. 45 percentile. So you will not be able to get college through NEET marks.
But you can try for other courses that requires your 12th class percentage or entrance exams of their own.
You can also drop an year and prepare for NEET 2020.
