My OBC rank is 2217. Can I get MNIT Allahabad CSE if my home state is Uttar Pradesh?

I am sorry to tell you but you will just fall short of selection.
I will provide you the cutoff of the previous three years for OBC category Home State candidates from which you can get an idea of why I say so.
In 2018,
OR- 692 and CR- 1669
In 2017,
OR- 856 and CR- 1719
In 2016,
OR- 329 and CR- 1271
