My rank is 31247, do i have chance to get vit-vellore. and they have asked me to pay 3 lac for concelling and prosessing, for what?

Respected Sir,
Getting VIT Vellore is quite tough for this rank. You can easily get into VIT Chennai. It should be noted that the cut off for vit Vellore is no greater than 25K.
Moreover , the three lacs are like playing your fees.
