As you haven't mentioned which category you belong or whether you are home state or other state so, i am considering it as general category in general so, for general category with 39k rank you can't get into any branch in open quota or state quota because according to the previous year cutoff trends of IIIT, Delhi the cutoff rank trends are all less than your secured rank so, you can get into IIIT, delhi only if have any reservation or if the actual cutoff ranks increases.
