my studied upto 10th cbse in india and then study +1 and +2 in abroad. whether she can apply in general qouta in government universities

Considering that whoever you are referring to here, has Indian Citizenship, then she can apply to any Government universities in India, but I am afraid she won't be referred to as General Category but as DASA Student, who have their own reservation in almost all Government colleges.
