Please mention your General Merit Rank (GMR) because admission is given on the basis of GMR not on the basis of TFW rank. So you cannot get any college with TFW rank. Everything is done on the basis of GMR. If this is you general merit rank then with this rank you have chances of getting private engineering colleges but not the good ones. You can get medium ranked colleges like Academy of technology, Techno India rajarhat branch, etc. And you cannot get any NIT from wbjee rank. With a rank of 23000 is wbjee you can get into mid tier colleges with branches such as CSE for some colleges. Also E&C, Civil Engineering, Electrical engineering, E&E, Metallurgical engineering, mechanical engineering  and other courses are available with a rank of 23k through wb jee. To get into NIT colleges it is very difficult with this rank.
