Dear student,
It depends from state to state that whether the criterias that a state sets for ews is same or different from that of the central government. Generally different authorities are responsible for issuing ews certificates for state and central and the criterias for central are usually different from that of the state. So a state ews certificate will not be valid for jee mains. You would need a central ews certificate.
