You have secured a very good rank thus it is possible for you to secure a seat in one of the top NIT's in India.

It is possible for you to secure a seat in NIT Tiruchirapalli,NIT Rourkela,NIT Surathkal,NIT Calicut for the desired course.

If you want to take up bio technology then NIT Warangal is one of the suitable options based on your rank. 

For the provided rank in JEE mains you could expect admission in some of the new IIITs. However you should apply For CSAB Special Round as you might get a good IIIT in the CSAb Special Round counselling. Also do see other colleges as well since there are many colleges in which you could get admisson for the provided rank.

As you secured rank of 28304 rank in the JEE you can get seat in the NITs as the mentiones here if you were memeber of the homestate of that NIT such as agartala, skkim,arunachal pradesh,goa,manipur,mizoram,meghalaya,srinagar if you were part of homestate of this NIT you grab the seat in the above mentioned states....

With this rank you wont be able to get iiit for general catagory with a  good branch. Go for the counselling I am sure You will get some nit like Durgapur,Raipur,Silchar etc. you can get good streams in Nit. I will therefore advice you to go for nits.
