The Counseling procedure for seat allotment isn't done in the fashion as mentioned in your query.

----- Candidates need to fill the details of colleges as per their choice. After which the seat allotment is done on the basis of Merit.

----- If the candidate's marks and AIR made it to the cut off for the first college of his choice then he will be allotted the seat or else rest choices will be considered .
