Well you have secured a good rank but you didn't mentioned the category you belong. If I consider it as the general rank then you can take admission. Your state of domicile is Bihar which comes under Regional Institute of Education Bhubaneswar. And you have applied for B.Sc.B.Ed. programme for which the total no of seats is 50. These are further distributed category wise. The break up is like General-23, OBC-13, SC-7, ST-4 and PH-3. And under each category the seats are further distributed on state of domicile wise.

So as your state of domicile is Bihar I am providing for that. General-3, OBC-3, SC-2 and ST-1. So if your rank is under General or OBC category you can take admission. But if that is your SC or ST rank you are placed in waiting list.
