see except from iits and nits , all state university and government engineering colleges has admission process for diploma engineering students to take admission in b.tech course from second year through lateral entry admission process, some of the state has lateral entry entrance exams conducts by state technical education board eg, upsee, jelet, odisha lateral entry etc, you may follow the below link to know about bio medical engineering colleges in india,
