Hello student yes they're eligible students who pursue diploma of minimum 3year duration after class 10 are eligible but in case of 1 or 2 year diploma after class 10 are not eligible for Jee.
But they are not eligible to take admission in NIT's IIITS AND IITS.

JEE main April exam start from 07th of February and shall remain open till 07th of March 2020.

sorry to say diploma candidates are not eligible to apply for jee main or jee advanced test, you need to pass 12th exam or final year in 12th couerse to become eligible to give jee main or jee advance exam.

diploma passed candidates are eligible to apply for state universities and state government engineering colleges for btech admission through lateral entry admission test, nits and iits does not have any admission policy for lateral candidates.
