You need not worry about college fee as you have many fee waiver options from IITs
You just concentrate on securing a decent rank in jee advanced and the rest can be easily managed
Good luck......

Yes you can take admission in iit maMadr irrespective of your home state also there is no reservations for state candidate therefore you will be having same opportunities just like any other students.

To study at iiI mMadra you need to get a decent rank in jee advanced organised by IIT. You can appear for JEE main and once you qualify for JEE advanced you appear for it and based upon your rank you will be offered course.

For most economically backward students there is full waiver in the tuition fee.
