sir i failed in 3 subject i can write kcet ? and ranking will come or not? please say me sir/madam

you can write the KCET but the results woul be with held since the 50% of marks is depends so after your PUC is passed the rank would be declared where the supplementry exam would be soon i guess,you had got the point
