sir i got 2 refusals of study permit from canada the i thought to pursure studies so unfourtunately i got admission in IGNOU only which is distance learning can i reapply for pg diploma for canada will they accept my distance degree or not

See, if they have already rejected your request for 2 times then they will likely reject the third time too.So,instead you should mail them and try to ask them what is reason behind the rejection and if you could correct that issue then well and good and if not then don't be disappointed and continue you studies with IGNOU.
