Hello Jeetesh,
           As per your query, it is clear that your  you have been a great n dilemma regarding the cutoff marks for SC category, As per the info of the previous years, the cutoff mark was 35 for both SC and ST.

        If the same thing happens, you will be qualified for sure. Just wait for the official announcement and be aware of the latest updates.Hope, it would be in your favour and Good luck..!!

Of course! you can a seat as well, but you don't have the chances for getting  a seat in a  top college.
