To get seats in NITs,IIITs or GFTIs one needs to first clear the cutoff as per his/her category. The JEE Main 2019 cutoff for SC category was 54.01 percentile. Since, your JEE Mains perecntile is less than the required , so you are not JEE Main qualified. But you can apply for counselling and see what colleges and branches do you get. To get admission into NITs,IIITs or GFTIs you have to go through JoSAA counselling. However, it will be difficult for you to get seats in NIT or GFTI as per your JEE Main score. You may get seats in the last rounds of JoSAA counselling. You can also apply for other colleges those who accept JEE score. For those colleges, since they don't participate in JoSAA , so you have to attend the respective counselling of that college.
