If we go by the last year's cutoffs you can get admission in the following gov medical College according to your rank and with obc category and with Karnataka state qouta.

• Bidar Institute of medical sciences, Bidar- 123860 AIR
• Raichur institute of medical sciences, Raichur- 134520AIR
• ESIC medical College, Gulbarga- 116953 AIR
• Gulbarga institute of medical sciences, Kulbargi- 124890 AIR
• Gadag institute of medical sciences, Gadag- 129691 AIR
  

But it is assumed that the cutoff this year will go high.

with this score it is not possible for you to get admission in a government medical college. The cut offs are expected to be very high this year as compared to last year as the level of exam was easy. So your chances of getting in a government college are very less. You could either take admission in private college or give one more attempt.

Hey, you won't be able to get a government seat in 431 marks.. The cut off for Obc and general category is almost same and there is not much difference.. One must score around 450 to 500 marks.. Good luck.. Hope this helps..
