yes you are eligible for jee mains as their is no percentage criteria in this but with this percentage you may not get any college with this percentage.
if you want to do engineering then with this percentage you could prefer private college.

There's no percentage barrier to be eligible for JEE mains so yes you are eligible for JEE Mains examination even if you have got only 47% is your 12th board examination as
Eligibility criteria says that to be eligible for JEE mains 2020 for BE or Btech you just must be either appearing for 12th board exam in 2020 or should have passed it in 2019 or 2018 with Physics, mathematical and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.
Earlier, to be eligible for NITs, IlTs one needed at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination. But , for this year percentage barrier has been lifted off even for NIT and IITs .
So , regarless of your percentage in 12th board examination you are eligible for JEE Mains examination and you can get even into NIT is if you perform well in JEE Mains

from this year admission criteria have been removed to take admission in IITs, NITs and GFITs , all candidate need to have a passing certificate of 12th standard so you are eligible to appear for JEE mains and advanced if clear though irrespective of the thing how much you have obtained in your 12th standard , you just need to be pass.
