The cut off for OBC Category for NEET 2020 is 146-113. This applies to all those courses that take admission through NEET score. With a score of 128, unfortunately you just qualify in NEET and so cannot take admission in B.V.Sc. You will need more than 500 marks in NEET, But if you have decided about studying Medicine, you have to reappear for NEET in 2021 and score real good.
