No it will not be considered valid for NEET UG 2022 because for NEET UG 2022 you should upload your OBC-NCL certificate that has been issued on or after January 1st, 2022.

OBC-NCL certificate that is to be uploaded in the NEET UG 2022 application form, should have been issued on or after January 1st 2022 according to the latest guidelines of Government of India. 
In case you fail to upload it (issued on or after January 1st, 2022) at the time of registration then the EWS candidate has to upload a declaration [Declaration in Lieu of Gen-EWS Certificate at (Appendix - IXB) in Information bulletin] to that effect (Reference: No.F.No.20013/01/2018-BC-II) and OBC candidate has to upload a declaration [Declaration in Lieu of OBC-NCL Certificate as per Appendix - XB in Information bulletin] to that effect.

****** During counselling process there will be a document verification before admission in any college and during that time you should have your latest and valid certificate.
