i just checked the previous cutoffs and under kalyani government college for electronic and communication branch the cutoff was 22712. i would say, the chances are slim but you can try but the probability doesnt look very high.

Sorry to inform you but with this rank you can't get admission in ECE branch. Last year cut off in KGEC in ECE( general only) is given below.
