I think you're asking this doubt, because you have higher marks than cutoff, and still didn't get selected.
What I have to say is that, having a mark higher than cutoff doesn't say anything about getting a seat in a college. It just shows the usual trend. It only says, you have a chance. What happened in your case is that, lot of students with higher marks than yours chose Civil. As they have higher marks, they get a higher prefernce. And, they got selected.
So, what I'm saying is that, cutoff is a data for getting an idea. Every year, it can change due to lots of reasons. For eg., CSE at IITB has the highest cutoff in JEE Adv. That is because, students in top 100 prefer that. If those top 100 students don't choose CSE at IITB, the cutoff will be lowered. I think you get the point.
