yes noorul islam university is one of the best colleges in kanyakumari .its not best for btech as it doesnot have btech courses rather it has bechelor in engineering course .i don't think it considers jee mains marks but i am not sure . for BE/btech ,admissions are taken through KEAM entrance exam .however checkout its official website for more info

Placements:The college offers a good placement and many of the graduates have been placed in many high profile companies with a mind-blowing salary. For admission in B.E./B.Tech courses, the candidate shall write an entrance examination designed to test the proficiency of the Candidate in Mathematics, Physics and Chemistry at the standards prescribed for the plus two Academic stream of the Tamil Nadu Board of Higher Secondary Education. It is not necessary to write the entrance examination if the Candidate has AIEEE score or score in the examination conducted at All India Level by a competent Authority. A relaxation of 5% marks is given to candidates belonging to reserved classes.
