Hello sushma,
I don't know about which exam you are talking but in any counselling if you are not alloted a seat there then your money get refunded and in your case the payment mode is via dd which will be returned to you if you don't get a seat there. But remember if you have been alloted a seat there and you don't accept in this case you will not get the refund
