It is not a fake institution .The UPSOSB (Uttar Pradesh Open School Board) in Prayagraj is an autonomous institute under the Ministry of Education , Govt of Uttar Pradesh.

It was created to bridge the gap between the government and Rural/Backward Classes of India. UPSOSB is also a general body member of Bational Institute of Open Schooling popularily called NIOS.
