If you have withdrawn from UPSEE counselling round 3, then you'll get refund. And your refund will be initiated once the entire UPSEE counselling gets over. The whole procedure may take up to two months. And if you wish to participate in Spot round of Counselling, you'll have to submit your choices and pay INR 20,000 again as counselling fees.
