If your so stated Average College, is a NIRF Top 100 College, you may take CSE there, provided the Institute has strong placements and good Faculty, Infrastructure, Etc. Being located near IT or Technology Hubs like Delhi NCR, Mumbai-Pune or Bangalore-Chennai-Hyderabad is an added advantage.

Otherwise, prefer going for the so called Good College with IT Branch. But ensure again regarding the Academics, Placements, Campus Life and Infrastructure.
