At the time of filling NEET application form, candidates are asked whether they wish to wear customary dress which contradicts NEET 2020 dress code, candidates who follow a certain religion which prescribes a customary dress must select 'yes' in this option.
Sikh candidates will be allowed to carry traditional kangha, kara, Kirpan with them as per the Delhi High Court order.
Female candidates can opt to wear burkha as it is also allowed.

I guess you are referring to the following point:
If the candidate is wearing the customary dress, then they need to report at the allotted examination centre latest by 8.30 AM on the day of examination.
Customary here refers to traditional dresses like burkha etc
Customary clothes stands for religious clothes such as Burqa. So if any of the candidates need to carry such dress then they have to appear one hour prior to the reporting time. Moreover, you have to dressed as per <a href="https://www.motachashma.com/articles/neet-dress-code.php" target="_blank" rel="nofollow">NEET Dress Code</a> 2018 Rules while appearing in the exam else you won't be allowed to sit in exam.

According, to the officials you have to wear light clothes with half sleeves not having big buttons, brooch/badge, flower etc. with Salwar/Trouser.
Slippers, sandals with low heels and not the shoes.
If you are wearing religious or customary dress like burqas you need to report at least an hour before the last reporting time i.e. 9.30 AM, so that you could be frisked properly.
You have to follow the dress code strictly otherwise you will be not be eligible to appear for the entrance exam.
