It is ok if you fail in your 12 and then pass by re-examination, but you have to pass before the counseling as you have to submit all your documents at the time of counselling. Which includes your 12 marksheet.

So yes you will be eligible for NEET if you fail in 12 and pass through re examinations if you pass them before counselling
